Please urge your friend to pass the ferret on to a safe destination
immediately.  If she gives him up to anyone in the health dept, they
will most likely kill him-- this has happened to many ferrets in the past
(the FML archives has examples).  His chances of carrying rabies are
about zero, although many health department people are totally ignorant
of that information.
 
Cutting a ferret's teeth is extremely cruel and not an acceptable option.
