Condolences to those with lost, sick, or angeled ferret fish flingers...
 
"Hey!  I caught the dangly ferret fish!  Let's see how far I can throw
it, before it comes back and smacks me right in the face!"

I've used a heating pad with Ghost right after his surgery.  I put it
under a T-sleeper (a T-shirt tied in place that he likes to crawl into
and sleep in from time to time), but left his normal sleeping area (a
ferret balloon) alone.  If he got cold, he would climb out of his balloon
and crawl into his T-sleeper.  If he got too warm (a possibility with the
sweaters and jackets, if worn all the time), he could crawl out and go
back to his regular bed.
 
The cold tail and back legs and the signs of arthritis could also be a
sign of poor circulation in that area.  You may wish to consult your vet
to see if maybe this could be a problem (with a pace-maker, adjustments
might have to be made, as her heart might not be pumping hard enough, or
there could be blockages in her veins).  Keeping her warm would certainly
help in this area, though! :)  Good luck with your little one!
