Have you tried contacting the The Humans News publication of the Associated
Humane Societies (124 Evergreen Ave., Newark, N.J.  07114-2175, phone
1-201-824-7080, fax: 2720)?  They are well plugged into various efforts to
get rid of places like this around the nation and print about them
regularly, so they would be likely to know who has been effective in the
past in IL.  Then you could reach those contacts and find out how they have
gotten results and if they can assist you.  Since most states have some
groups which do have successes behind them with animal abuse cases in pet,
farm, hobby, and wildlife situations (probably also cases as with ferrets
where state designations often do not match reality) there may be ways to
not have to reinvent the wheel, as well as effective and efficient contacts
able to help with bureaucracy just because they already know the right
people well.
