Judy - I am not a vet, but I wonder if perhaps there is a small foreign
object (chip from a tooth?) still embedded in his nose?  That would account
for the recurring infection, anyway!  Also, a longer period of time on the
Baytril may be in order - I would worry about building resistance to it if
these sessions continue....Good luck!
