What exactly is this guy doing that is illegal? Is he making threats?
Promising Bahama vacations? He hasn't called me, I'm feeling left
out.....j/k!!!!

Seriously, if he is calling from California, then California law
enforcement has jurisdiction...IF you can get an agency to even take
a harassing calls complaint and a DA to file and prosecute. It is
probably more effective to document the calls and notify his telephone
service. They have the power to cut him off. :)
