Last year the Governor of the State of Nv. made it mandatory for all
agencies involved to develop disaster plans that included people's
pets. No one, by law, can be compelled to leave their pet behind in
case of an emergency evacuation.

Nevada did it after our elected officials saw what happened with the
Katrina evacuees. Start bugging your elected officials, everyone could
use this kind of protection!
