This is the only list I have found that show where ferrets are not
legal in PAa. Here is the link for Ferret Free Zone that I got the

It also tells you about other states.

If she is going by the fact that ferrets are classified as exotic
animals in some places, here is the definition of an exotic animal per
the Pennsylvania State Laws Governing Private Possession of Exotic
Animals (34 PA. CONS. STAT. ANN. §2961)

"Exotic wildlife." The phrase includes, but is not limited to, all
bears, coyotes, lions, tigers, leopards, jaguars, cheetahs, cougars,
wolves and any crossbreed of these animals which have similar
characteristics in appearance or features. The definition is applicable
whether or not the birds or animals were bred or reared in captivity or
imported from another state or nation.

Here is a case in PA in 1993, that shows shortly around 1993, PA
stopped requiring a license.

Was not able to dig up the statute online though that shows it was
repealed. But it does reference it in the article if you would like to
do further investigating.
