I've had the same problem, but not too long ago I bought a harness from the
NEEPS ferret store that I'm very happy with.  So far Gabrielle (both the
tiniest and the squirmiest of our squirmy monster babies) has not gotten out
of it, and I use it quite a lot.  It has plastic clips instead of buckles or
velcro as you describe, and it is completely adjustable size-wize.  I think
the secret is actually being able to tighten it *just* the right way -- snug
enough that she can't get out of it, but not too tight.  You might try that.
