Regarding Ferret regulations, In Rhode Island, ferrets are under the
guidance of the Division of Fish and Wildlife, from when they were used in
rabbit hunting.  I believe most states have jurisdiction over ferrets under
whoever sets the hunting regulations, generally the 'fish and game'
department.  I would start there, or to the state department of agriculture.
This is part of the ferret as pet problem.  They are controlled by the wrong
organization, one not geared toward pet management.  Regardless, they should
have a written policy.  Just be sure to get to the right division.  It's
bureaucracy, each little compartment has its job, and no other compartment
can know exactly what the other is doing.  You know how it goes.
 
Along those lines, if anyone desires, the RI ferret regs are being finalized
right now.  I can supply them if you would like, let me know.
