Melissa - my understanding is that there is the National Organization and
then the State organizations.  Same name but the State's can do a bit of
their own thing.  You can join just the State Org specifically I think.
The National Org told me they don't weigh in on a State's own issues.  I
told them sorry - that didn't work for me.  If they were the national org
they should have some control since I believe a portion of their national
fundraising trickles down to the states.  I said I'd just join my State's
Sierra Club until the National reigned in their California chapter.
