Just a suggestion.  When anyone picks up any animals in this situation,
ask if you can have the cage, toys, bedding also.  You may just go around
the corner and throw them into a dumpster.  My theory is that if someone
has a cage (regardless of the condition), it makes it that much easier to
buy the next animal who will be neglected.  If they have to buy a new
cage, they may think twice.
 
If it turns out to be a nice cage and you don't need it, you can donate it
to an animal shelter or wildlife rehabilitator.
