As far as I know, NJ is indeed a kill and test state.  They do not recognize
the effectiveness of the IMRAB rabies vaccine, so vaccinating your ferret
will not prevent them from killing your ferret.  Having your ferret
vaccinated may, however, prevent someone from filing a bite report.  It's
also possible that the animal control in NJ has more common sense than the
animal Gestapo in Michigan does, but I sincerely doubt it.
 
BTW: NJ is also a $10 a year permit state.  Ferrets are classified as exotic
animals.
 
Let me know how I can help get the state laws changed.
