I was able to fly ferrets out of Calif in 2008, but not in 2009. I
never got a clear answer as to why the difference.

I was using an expensive and good animal transport firm the first
time, and was doing it without that kind of help in 2009. But I'm
thinking it was more a matter of some kind of changed policy.

I suggest you try calling pet-transport companies to get their take
on it, since that is their business.
