Well, I think that you should realize that I wrote that somewhat
fascitiously (I know that is spelled wrong but can't find the correct
spelling right now...). With the large number of qualifiers I put in my
hope was that people would realize that the chances of it working and
of the people knowing when and how to do it safely were slim. Now, a
slim chance can be better than none, but better still would be getting
out when warned. If people are going to provide their own vessels then
they'd better monitor to when was safe to use it, and know how to use
it, and where there are channels, currents, extreme undertows,
dangerous animals, debris to avoid, pollution that can get a person
sick, etc.

Seriously, if the conditions could become bad enough that there is need
to call for an evacuation then evacuate. Those who lack transportation
with family, neighbors, friends, or co-workers should contact the local
police or township or county offices, the local Red Cross, etc. to find
other modes of travel.
