This time I just got off the phone with Dr. John F. Brown, DVM, PhD, State
Toxicologist/State Public Health Veterinarian, South Carolina Department of
Health and Environmental Control, Box 101106, Columbia, S.C.; 1-803-737-4170
 
South Carolina is observing the Compendium and all cases have to go through
his office so he knows of no reason or history which would indicate any
problems with autonomous local departments in that state.
