Are you by any chance putting vitamin drops in the water?  My vet advised me
against doing that when I asked about the drops I had bought.  He said that
it promotes algae and bacterial growth - in other words, the drops are food
for bacteria and algae.  Algae will also grow in sunlight - does the sun hit
the bottle sometime during the day in your new place?  It sounds like you
might need to get a new bottle.  Refill with fresh water every couple of
days.  Rinse the bottle well before filling.
