Having the ferrets' & ig's cages right on top of one another might not be a
great idea.  You're right, your ig *WILL* freak.  And you'd definately have to
not let them out at the same time... but I'd be worried that with the cages
stacked, they'd see one another.  Why is this a problem?  Well, it isn't one to
the ferrets.....  but it might very well be one to the poor ig!
 
We have 2 ferrets, as well as a 2 1/2 ft. long ig (and hopefully will have a
new puppy in the next week!).  The ig lives in a huge cage we made for him out
of PVC pipe and 1 inch mesh.  Thing is, 1 inch mesh is GREAT for climbing on
(if you're a ferret).  The ferrets scamper up to the top of the cage (its 3
feet high), stand up on top, and "whuff" at him (i.e., sniff vehemently).  As
igs are arboreal, they HATE having anything up ABOVE them (actually, they hate
ferrets in general, too).  The ferrets seem to know this.  So, the ig
starts hissing at them, and the ferrets have a grand old time tormenting the ig
by clucking at him.
 
So, in answer to your question:  they don't get along (they will try and attack
one another), so they can't be out at the same time.... the ig tends to be the
more terrified about the situation, and having stacked cages would probably
only work if they couldn't see one another (or the ferret will spend all its
time scaring the ig by sniffing at it, and the ig will be too busy hissing and
puffing up to eat).
