Based on where you are describing the location, and the size, my first
question would be "Was this ferret recently vaccinated?".  If so, it is a
fairly common occurence for a pea sized lump to form at the vaccination
site.  Not being a doctor or person of medical persuasion, I do not know the
reason why, but I do know that it happens, fairly regularly, and if that is
the cause, it is nothing to be concerned with.
 
A visit to the vet is in order just to rule out any other possibility though.
