I just got my copy of 'Ferrets' this week and one article explains this
situation. The magazine is at home and I am at work, so I can't tell you
the name of the article or quote it precisely but, it says that while a
city can't pass an ordinance that is less strict than a state law, a city
ordinance that is more strict will supercede a state law.
