To the person in Vegas,
 
I live in Alabama which can get incredibly hot during the summer.  This
will be our first summer with a ferret, but I can tell you what we did when
we had a rabbit a couple of summers ago.  We took a large drink bottle (2
liter) and filled it almost full of water and froze it.  Then wrapped it in
a towel and put it in the cage.  There is no mess and you can refreeze it
over and over.
