What makes a shelter good?

Hey guys!!
 
I need some help here if anyone has some ideas on how to tell if a shelter
is good or bad.  For instance, if the State requires a permit, do they have
one?  Does the shelter pass inspections (if the State requires one).  Are
the animals clean?  Are they well handled and socialised?  Are the ferrets
given veterinary care when necessary?
 
Is there some way that a shelter can be rated so that the shelter operators
can know where they can make improvements and where they do well?  Shelters
- what sorts of things do you think a good shelter should have, do, or be?
Owners - what sorts of things do *you* think shelters should have?
 
This is *not* a question as to whether any shelters are good, bad, medium,
wonderful, outstanding or terrible.  This *is* a question of what do people
think would make a shelter good?  What do people think make a shelter bad?
Why do these things specifically make the shelters good or bad?
 
Please, send all replies to me, as I have someone asking me about this who
would like to know as soon as possible.
