PHVCC and AVMA Web site information

I believe that the information on the PHVCC Web site simply needs to be
updated to reflect the changes made by the AVMA, which are shown on
http://www.avma.org/care4pets/ppetexot.htm.
 
The American Ferret Report discussed these changes in 1998 Volume 9 Number
3 page 5, available at http://www.ferret.org/93AVMA.pdf.  At the time this
article was published, the changes had been proposed by the AVMA Executive
Board and were simply awaiting approval from the House of Delegates.
