I'm sorry if you have already heard enough on this, but I offer my advise...
I'd write a nice letter to each shelter that is unlicensed in NJ that is
working with ferrets and let them know that a license is required by state
code XYZ since 19XX. Believe it or not, some people may not know they need
a license. And if you let them know, and they know you figured it out,
then they have no excuse not to get a license or take the consequences.
No threats to report them, just let them know.
To give you an example - many people call me to adopt a ferret who live in
DC. Now, I won't report them, that is silly, but I do let them know that
ferrets are illegal in DC and that they should not take them out for walks
on the Mall. Many don't know ferret are illegal. I don't say that I won't
adopt to them, but they get the message anyway.
