Have you put them in separate cages (if you use cages at all) that are
close to each other?  Sometimes this might help get them used to
seeing/smelling each other.
 
Here are some of the indicators that we use to tell us it's time to
break things up:
 
(1) The biter is neck biting and shaking the victim.
(2) The biter has a hold of the victim's face, eye, ear, nose.
(3) The biter does not relax after the victim has cried "uncle"
    sufficiently.
 
When our Squirt and Atlas were first establishing who's who, Atlas was in
a tube poking his nose out with his mouth open and Squirt was standing
outside the tube with his mouth open (you know, the en'guard position).
Well, Squirt got tired of Atlas playing this game and grabbed him by the
nose and bodily dragged him out of the tube!  I knew right then and there
that it was time to cool things off a little bit and check Atlas' nose.
BTW, Squirt probably wouldn't have done this except Atlas (the new
addition) made the mistake of trying to trounce Squirt on the very first
night we brought him home.  After that all bet were off and Squirt kicked
Atlas' butt.  Now they play nice together.
