If the hospital doesn't want to give you THE x-rays,they are within their
rights to keep them, HOWEVER, if you request a COPY of the x-rays, they
cannot with-hold them from you.  They are entitled to require a "reasonable"
fee for the expense of copying the x-rays (I would think not more than $25,
tops) but they absolutely can't refuse to give you a copy if you request it.
They might make noise about "oh, we can't do that" but it's most likely that
they just don't want to bother.  If you can't convince them to give you a
copy of Toby's x-rays, tell your new vet about the situation, and he can
request that the x-rays be sent to him.  Even if the hospital gives you
guff, they would have to give a copy to your vet, if only out of
"professional courtesy." I'm sure if you make it apparent to the hospital
people that you won't go away until you get the x-rays (whkich you're
entitled to anyway,) they will eventually give in.  Good luck!
