I'm a bit behind on the FML so maybe someone else has already answered this.
I just moved from Los Angeles to Tucson, Arizona in December/January and my
husband and I made several trips across the border between Quartzite, Az.
and Blythe, Ca. on the I-10. At *no time* did we ever see anyone at any
agricultural inspection station going either direction. Apparently, due to
budget restrictions, they weren't doing any inspecting. We had been worried
because of all the plants I was moving from LA (a medfly infestation site)
to Arizona. We repotted, sprayed, and worried like crazy, all for naught.
A couple of years ago I did get stopped going into Ca at this same site, and
they just wanted to know if we had any fruit.
Hope this helps
