You were misinformed or may have misunderstood, Tracy.  You can have as
many ferrets as you want under the ONE permit, but the permit itself is
renewable annually.
 
And you don't have to live in NYS to obtain a NYS permit.  You can use
your own home address under your NYS permit - the permit allows you to
travel legally with your ferrets in NYS no matter where you live.
 
NYS DEC sends out renewal applications about a month before your current
permit would expire.  Is it possible you moved out of state withiin a
year from when you first got the permit and it wasn't forwarded to you?
This is automatic on the part of the DEC unless they slipped up which is
possible.....regardless, it is renewable annually and still only costs
$10.00.
