It sounds like she may have a middle ear infection.  This can happen if the
ear drum ruptures and the ear is still treated.
 
Panolog is an old treatment for ear infections which is not recommended
anymore because it is so thick it can fill up the ear and cause more harm
then good.  If it is a middle ear infection she may need to be on oral
antibiotics, as well as topical ones.  With a risk of a possible ear
infection it may be best to bite the bullet and take her in to the
veterinarian, so it doesn't get worse.
