Have you tried a constant water-er?  My cats use one, as do the ferrets when
they are out.  It can be as simple as a 2-litre bottle turned upside down in
a dish designed to hold it that way, or as elaborate as a large tank in a
holder.  Your friendly neighborhood petstore has them, I am certain.
 
As for keeping her in the cage all day--why not?  It doesn't sound like she
is neglected at all, as you play w/her regularly.  My fuzzie sare only out
for about three - four hours daily, and they seem happy.  A frudtrated ferret
will let you know when she is unhappy by being overly aggressive, biting at
her cage, etc.  Perhaps a toy in her cage, to distract her from the water
bottle would help, too.
