Sometimes if you put too much litter in the pan, ferrets may have a
tendency to dig in the litter.  It seems to bring out their burrowing
instincts - as do floor plants!  This action also may have something
to do with the itchy skin if he is digging in the litter enough - dust
from the litter can sometimes dry out the skin (flying dust, that is).
 
You might want to try cutting back on the amount of litter you are
using.  Also, if you find that he tends to do this more right after
you've cleaned and changed the litter, try putting a pile of old poop
in one of the corners - it acts a a reminder that this is a litter pan
and not a sand box to play in.
