Your ferret sounds just like our 8-month-old female, Pixxel.  I think
(a) it's largely her personality, and (b) give her time.
 
Litter pan:
 
Our policy is no out of cage until pan is used, and pan-check every
45 min or so (show the ferret to the pan and make him/her consider it).
 
Stealing food from the bag:  It's not the having, it's the getting!
 
Great New Toy Hot Tip:
 
Run, don't walk, to your nearest home improvement store and buy a
plastic dryer hose!  We bought a piece 8 feet x 4 inch diameter (about
6 inches long when squished up in the bag) from Builders Square for
about $2.00, and the ferrets LOVE it!  They even stole it and stashed
it before we took it out of the bag!  Even the hefty (3 lb) male has no
trouble runing through it.  Tie it in knots, drop in a jingle ball, put
one ferret in each end... countless 30 minutes of amusement! :-)  This
is one toy that's going to become a classic in our home.
