In issue 475, Chip Gallo says:

It will only work if the GEnie subscriber asked GEnie to sign them up for
internet access, for which there is a modest fee.  If user hasn't signed
up, the message will bounce.

Yes, it costs a non-trivial amount to send or receive stuff via GEnie's
internet link.   A large issue of the FML can cost a couple of dollars.
