We should all keep in mind the fact that ferrets WERE legal at one
time in California, and did not pose a hazard to wildlife then... so
there is no reason to believe they should now.

If you know your history, you know that prior to WWII, ferrets were
common farm animals in the U.S. (including California), often used to
keep mice and rats away from grain, etc. just as cats are now.

Then a law was passed in California intended to ban potentially
invasive species. That law -- quite accidentally -- was written in
such a way that ferrets fit the description of "invasive species", so
ferrets were no longer allowed IN to the state. Ferrets already there
probably lived to a ripe old age.

My whole point, though, is that ferrets WERE legal in California at
one time, and did not cause problems then. So there is precedent.
