As I recall the thing with catnip is regarding the dry leaves - they
can inhale the dust and it gets into their respiratory system as an
irritant.

So, as in this case, they most likely use the liquid spray - since it
is dry, it is fine. The same goes with the catnip toys - as long as
the catnip is well encased, it is fine for them to play with.
