it appears the sicko caller is using many ferret forums to get numbers:
I asked a friend about reporting him and this is what she said.

yes the shelter moms need to call the police & report it everytime he
calls. They can actually put a tracer on the phone & bring charges
against him if he calls more than a certain amount of times a day, week
etc. So that the police can take it more seriously, it is important
that the shelter moms also keep a written log of when he calls, times &
the jist of the conversation. Will help even more if the shelter moms
keep in touch with each other so that when they file their initial
report with the police, they can say this has also happened in such &
such city & state...gives them more power to go after him.
