Is this a waterless shampoo meant for ferrets? If not you're probably
drying out their skin.

Ferrets can also just be itchy critters. I only bathe mine about two
or three times a year and they'll leap up from a dead sleep and start
scratching. I've heard this from LOTS of other ferret owners, too.
