In order to know for sure that the shelters receive the gifts, I
enclose a check with the package. I know that the shelter received the
gifts when I see that the check was cashed. It doesn't have to be for
a lot, I usually send whatever it would cost me to insure the package
plus a couple of more dollars.

It is a win win situation for everyone if you do this. You win because
you know that the shelter received the package and the shelter wins
because they get a little bit of much needed money.
