One of the vets that did an emergency surgery to save my ferret's life
and made a collar by using a plastic cup that fit over his head, so he
could reach water and food. They took surgical tape and cloth strips
and secured it all around the area of the neck part of the cup and then
crisscrossed the cloth strips around his chest and it tied on his back.
Or see if your vet or vet tech could make or adjust a small e collar
for your ferret. One of my vets did and it worked to keep him from
stratching and tearing his ear open after surgery. I would take it off
under close supervision but if he started scratching at his ear, it
went right back on. Is there maybe a medicine the vet could give him
to keep him comfortable and slow him down and relax him?
