I have no problem paying a full adoption fee for a pet from a shelter.
That fee hopefully helps their work continue, and quite often barely
covers a portion of the cost of keeping the shelter animals cared for.

But that said, I too would have difficulty paying an individual who was
giving up their pet any amount of money to take over the responsiblity
of the pet they can no longer care for. It is also though I understand
not a good idea to give up a pet for free, since you can't determine
the adoptee's motives or responsibility with no fee at all. I would
explain to the person giving up the pet that I wouldn't be comfortable
paying them, but would be happy to make a check out to a local shelter
to donate an adoption fee to the shelter for the pet whose care I was
taking over.

Just a thought, I'm sure not all people giving up their pet would agree
to it.
