is also a state licensed shelter. They just recently had their
inspection.

I think the best source of who is or isn't licensed should be the
state; and agree with Barb that no one should be discouraged from
starting a shelter. Heaven knows all areas can use more not less folks
doing rescue. And all of us have learned the in and out along the way.
