I have been looking for a large bag of cornstarch peanuts online, but
shipping is ridiculous.

I found that many U-Haul stores have them too. You can check them out
at http://store.uhaul.com/product_detail.aspx?id=730 to see if they
have a store near you that carries them. (the link is to the packing
peanuts, but locater info is above. They had 1.5 cubic feet for $5

Also, Drs foster and smith has 3 cu feet for $8 plus reasonable
shipping

the online ones were 12 cubic feet for only $18 but the shipping was
about another $ 14

That large amount may be good for a shelter though.
