Apparently, this is the route to use: FEDERAL FOOD, DRUG, AND COSMETIC ACT FFDCA Section 301 (a) While I have not yet found this full portion of the Act (nor the full Act itself which would be good to have, so if anyone finds it...) I have found references to it. For example: >Safety: It is unlawful to introduce into interstate commerce any food, >including pet food, which is adulterated, (Section 301(a) of the >FFDCA). Among the circumstances in which a food will be deemed >adulterated are when: (a) it contains any poisonous or deleterious >substance that may render it injurious to health, unless the quantity >does not ordinarily render the food injurious to health; (b) it has >been prepared, packed, or held under unsanitary conditions whereby it >may have become contaminated with filth, or whereby it may have been >rendered injurious to health; and (c) it is, in whole or in part, the >product of a diseased animal or of an animal that has died otherwise >than by slaughter, (Section 402(a) of the FFDCA). in page 8 of http://www.fda.gov/cvm/Guidance/dguide122.pdf There is also a reference to Section 402(a) indicating that this turns on after a report with documentation of injury is provided to the FDA.
