Yes, she could.
BTW, a salmonella outbreak was announced today in 18 states suspect to
be from plant produce which was exposed:

Ferrets can get salmonella infections as well. They are very resistant
so it is rare, but when it happens it can be terribly severe, and
fatalities are not uncommon in such individuals according to _Biology
and Diseases of the Ferret_.
In your situation, if your mother's health is compromised or if her
immune system is suppressed, you will want to avoid raw foods, not only
because of salmonella, but also E. coli, mycobacteria, and more. (That
is also true of households with the very old or very young.)
