It's not unusual for a foster family to be asked to provide food and
litter for a foster fert.  Many rescues have never been able to offer
that to their foster families.  They should be responsible for all vet
care.

I also volunteer for a dog rescue.  They provide the leash, collar, and
crate if you need one but the foster is responsible for providing the
food.
