Okay... I give up.  How in the (*^*& do I submit a comment?

I go to the edocket link on the ferretcongress.org site and it brings
up a page

This has a link called "submit comment"... which brings you to a page
called "submit comment" but which seems to let you search things.  I tell
it to search for 04-088-1 and I am right back where I started from... a
list of the 314 comments that have been submitted but no way for me to
submit my own commetn...
 
They make this hard on purpose, right?
