Dear Ryan,
 
It sounds as though you already have an informal shelter going there.  If
you have the time and the inclination, why dont you just carry on, make
it official (red tape, etc.), get a little media exposure with your story
and get them to help you with Palm Beach County Animal Control and any
potential donors.  It just might work out.
