USDA prefers letters to EDOCKET!

We are being told that snail mail letters are more effective than just
filing EDOCKETs.  It appears that such mailed documents are being scanned
and put online.
 
Feel free to file EDOCKETS, but also please send snail mail to
Docket No. 04-088-1

Make sure you put the Docket No. 04-088-1 on your letter.
