We got Caller ID just for those cases.  This way, we can get the number,
at least, from where they are calling from.  Thank you for the warning
Dawn, as for I am not far from you.  I think a networking of "unapproved
or questionable" people should be out there, to save the hassle of
someone "changing their story" so that they get an animal which they
should not have.  There is only so much one can check up on as a rescue
person and people can be VERY deceitful.
