....should be up to the discretion of the shelter.  These are all people
that know vet care is expensive.  That doesn't mean that if they choose
to go that route that they are making a poor financial choice.
 
Our shelter does self-vaccinate, BUT, we have a vet who volunteers her
time once every other week, and we only give distemper and rabies when
she is on the premises.  Thus, our vaccinations are given at cost for the
actual materials.  In addition, ferrets are given Benadryl before the
shot is given to minimize reactions should they occur.  We are fortunate
to have a vet who gives of her time.  That's the difference for us.
