I've been told that using http://www.regulations.gov/ is now the
OFFICIAL way to submit comments.
 
PLEASE update any web sites or documents you have created that refer
to going directly to the EDOCKET. I've updated the IFC site.
 
I apologize for the inconvenience, and remind people that PRINTED
submissions carry more impact anyway.  Sigh...
